I am designing a survey for parliaments. I have an address book (name of parliament, and email) with about 270 records (potential respondents)
After designing my survey in JotForm, I want to send a single survey-invitation email to all 270 potential respondents.
How can I 1) set up my address book and 2) send out the invitation email for my survey?

The easiest way would be to send your forms direct URL to the list directly from your email. Here is how to get your forms direct URL:

I believe Gmail allows up to 500 addresses for a single message. Depending on your preferred email platform, this may differ.
