My problem is that I can't find a way to upload a picture from the cellphone. The only 2 options my phone gives me when I click on "choose a file" is "Camera" or "Google document". Is their a way I can access all the picture in the cellphone?
You should see an option to browse your files other than the camera and the 3rd party apps. This is normally how phones OS would offer when you click the file upload field.
Example, I tested your form on iPhone iOS9 and this is what I see.
The photo library option should bring up your local files
On Android v6 Phones:
The gallery option allows you to browse your local files
If there's no such option on your phone, then it could be a limitation with your phone UI. I suggest to check and review this on your phone.
