I have tested your form http://www.jotform.us/form/62638221406148 and I can see the email auto-responder is not being sent, I have checked the email settings and I can see it should be sent right away the submission.
Upon further checking your form, I can see you have enabled encryption feature on it, this is the reason why the email auto-responder is not sent, please do note that when you encrypt your form all the data is encrypted at the moment the form is sent, then to access the submitted info is required the de-crypt key.
It means that if the email auto-responder would be sent your submitter would need to have the de-crypt key in order to see the data.
