While I understand your need to make money, forcing me to pay on a monthly basis is s bad idea. I make three or forms a year and do not want to pay every month when I am not using JotForm.
It seems to me that there should be an option to pay a separate fee for those of us who use JotForm on a limited basis. Paying for all the months that I don't use JotForm does not seem fair to me.

You do not have to pay for entire year. Please note that it is possible to upgrade your plan to monthly subscription plan and cancel it anytime you want.
The following guides should help you:

Also, you are now able to archive your forms when you are not using them and the archived forms will not be counted towards your limit. You can always unarchive a form and make it active if you are not over the limit. So, if only 2 or 3 forms are active at a time, you should be able to stay on the free plan without any need to upgrade.
We are also grandfathering existing forms. So, if you are not creating new forms you also don't need to upgrade.
