I am part of a start-up in Dubai that uses forms to collect training camp registration and payments. What exactly does it mean when the Free Plan says "Receive 10 Payments"? If 25 people register for a camp, only 10 of them can pay?

The "Receive 10 Payments" means that your jotform can only get 10 submissions with the payment processing page on it, where the payment was made. After that, your form will be disabled unless you upgrade your subscription.
If the visitor comes to your page and submits it, but does not make the payment (incomplete payment), you will not be using 10 Payment submissions.
