We're trying to make a UNIQUE ID that grows higher each form and is visible to the submitter. So 0673 would show up on one form, then 0674, 0675 etc etc.

Unfortunately that is not possible to achieve. The reason is that it is not practical to do so for the form. We do not know whether a user will complete a form or how fast they will submit it. For example, if three people open the form and it shows them the ID 0673, 0674 and 0675 respectively, and then the second person (0674) does not complete the form, there will be a gap in the IDs. The submission would only show 0673 and 0675.
This is exactly the opposite of what the unique ID feature is designed to achieve. It is expected for the IDs to be sequential. By keeping it hidden and within the backend only, the ID will remain sequential since the ID is generated on the backend when you receive the submission.
If you want to show the values to your form, a possible alternative I can suggest would be the random value generator. However, the value generated will not be sequential. http://widgets.jotform.com/widget/random_value_generator
