and created a goo.gl shorten link in our email marketing template : https://goo.gl/BWdnE9
I have checked two traffic figures
Jotform is showing : 39 views
goo.gl is showing : 652 clicks > screen shot : http://prntscr.com/co6p0r
How to know the discrepancy ?
Are the results from your shorten link for this week?
I have also checked the all time traffic for your form in our Form Analytics tool and I can see the number is not correct either.
For this week it is showing 46 views; however, seems like traffic is not the same in the Analytics tool, I will forward this thread to our second level in order to let our developers know about this, we will let you know as soon as we get updates regarding this thread.

Shall I use the original jotform link e.g. https://form.jotform.me/61528901452454 to replace goo.gl in our email marketing template ? or use https://secure.jotform.me/61528901452454 ?
You can use your form's direct URL instead of the goo.gl link but I am not sure if this will make any difference as the goo.gl link also loads the same form and view counter should also be same. Have you added the goo.gl link in any webpage? Please share the webpage URL and we will take a look.
My colleague have already reported this issue to our backend team and one of our developer is already looking into this issue on priority. We will get back to you as soon as we have any update on this.
One more point, For your information, we created another shorten link ( bit.ly ) on June/2016, and linking to same jotform. Total clicks : 2163,
