I find myself reviewing every incomplete submission and notifying the person that they did not make a payment and the submission is incomplete. Is there a way to automate this?

I apologize for my lacking. I see what you meant.
For the new UI, you can see the option by clicking on the 'Additional Gateway Settings' option while in the payment integration wizard.
You will see the option below it...
The UI was changed, but the functionality is the same. So you can setup base on the old user guide as well.

No need, you just need to run the payment wizard again and enable the pending email as instructed by Jonathan. If you are still getting the old layout, we suggest clearing your browser cookies for Jotform before editing the form.
