$0 price not allowed?

We are trying to setup our shipping drop down menu from the form wizard and the new version is not allowing $0 dollar amount for items that are free (see attachment).
In the past we were able to specify $0.001 which was converting to zero at checkout. Now the wizard only allows two decimals which is converting to a one cent charge.

Can you help with this? We need to be able to enter a zero.

I didn't experience any issue with adding on the list a 0.00 value and it can get selected properly when running the form. Can you confirm that his is not happening on your view? 

Or is there something that I'm missing?
