You could indeed customize reports and select the data that will be shown in it, but I'm not sure if I understood how you would like to customize it, I would suggest you to take a look to the Visual Report, it will allow you to display info from one field only in a visual way, here is the link to the guide that will help you to set it up: How-to-Create-a-Visual-Report-with-Your-Form-Submissions
However, you could also provide us more details about how you would like to categorize the submissions and we will be glad to help you.

I would like to generate a report of responses, grouped by School or Department (from a drop down list). We will use the form for work orders, and each technician will have a report generated for their respective schools. So each report (of 3-4 locations) will hopefully look something like this:
High School | Central Office | ECC
High School
Date 1
Case # 1 Requested by: ___ Submitted by: ___ Location: Rm 807 Category: Projector
Description: Projector not working.
Date 1
Case # 2 Requested by: ___ Submitted by: ___ Location: Rm 807 Category: SmartBoard
Description: SmartBoard not working.
ECC
Date 1
Case # 2 Requested by: ___ Submitted by: ___ Location: Rm 807 Category: SmartBoard
Description: SmartBoard not working.

You can actually create multiple reports here in JotForm. Please check the Visual Report, Grid Listing Report and HTML Table Listing Report. Here are some guides:

Thank you, I did look at these reports, but I don't see a way to group responses. Is that feature available?

You can customize the PDF submission before you download it using the PDF Designer. You can move the fields question and the answers provided by the user. Here's how:
1. In My Forms, select the form and then click the "Submissions" page.
2. In the Submissions page, click the "PDF" button and then select the "Customize PDF" option.
3. You can resize the fields and move the fields in the PDF Designer.
