Why are my free submissions and views being used when we preview and test submit our forms?

When we create new forms and want to make sure all is good before we post it on our website, I have noticed that it is affecting my free views and submissions. I understand it's free but it's taking away from what little is offered..  Shouldn't this affect us when the form is actually live on our website and not when we are actually building it?

Your all submissions that you filled for testing purposes or your users' information that they have entered into your forms have been kept all together in our servers. Also, even if you preview your form for testing reasons, all views have been kept on the same server of ours. So the form views and submission count information have to calculate altogether automatically without exception.
