Are there any limitations on payment submissions on each plan?

Each plan will offer you different number of submissions.

The only difference when it comes to payment submissions is free plan from the rest, where free plan is the only one limited to 10 payment submissions (10 submissions where you receive some payment).

All other plans are limited by the number of submissions, like 1.000 for Bronze plan, which means that you can use 1.000 submission as plain submissions, or as 1.000 paid submissions, that is all up to you.
