I have built a page that uses conditional formatting to skips to the necessary page depending on a choice in a drop down. The action has been inconsistent, initially it was going to the correct page, then the last option of the drop down sent to a page with no options or submit buttons. I cloned the page tried different options and have it able to navigate to the page I want by choosing different pages in the conditional logic. The page is intended to be sent as a link rather than embedded

I'm sorry, I'm having a hard time understanding your concern.
Please note that the Conditional Logic for skipping pages works only on the form's pages, it cannot redirect to a link. Here's a guide about skipping pages: https://www.jotform.com/help/350-How-to-Skip-Pages-Using-Conditional-Logic
If you wish to redirect a user to another link if the submit button is clicked, then the Conditional Logic for that is the "Change Thank You Page". Here's a guide about it: https://www.jotform.com/help/317-Configuring-Change-Thank-You-URL-after-submission-condition

Please also note that you are correctly skipping pages BUT you have incorrectly place the contents on the wrong page.
Below you can see page 3 theatre actually has the "Wedding" contents.
Here page 4 wedding actually has the "Conference or Catered Event".
While page 5 does not have any content on it.
