Inserting a horizontal line in the form

Is there a way or how would you add the CCS code if you wanted to make the line thicker and a different HEX color?

I suggest you use the Form Separators widget. This widget allows you to customize the line style, color and thickness. Here's a guide on How-to-Add-a-Widget-to-your-Form.
