Am I able to specify a list of email addresses (or domain) that can be permanently kept out of the bounce list, rather than having to retrospectively do this by individual email.

Unfortunately, you cannot permanently kept out an email address to be added in the bounce list. However, you can prevent this from happening, please refer to this guide: How-to-Prevent-Email-Bouncing-Related-Issues
The bounce list is a feature wherein the email address will be added in the list if the emails coming from JotForm are being rejected by the email recipient.
Our servers will try several times to deliver the messages for a given time-frame, but if the delivery constantly fails, it will be mark as "block/rejected". After that, the recipient address will be added in the bounce list.
One of the purpose of the bounce list is to determine if there are any errors in sending emails to the recipients. For example, the form notifications are being to sent to your inbox but it is being rejected because your mailbox is full. Another issue is the recipient is non-existent. It is also possible that the email address is incorrect.
