I've been forwarding apps from the website, but they are not being received by the intended recipient, myself included.
I don't know if its related, but for some time now when logging in, I get a message about our email being on a bounce list... I've clicked to allow the email address. I wasn't aware till recently that the resumes I've been forwarding are not being received.

What is the form in which the recipient is added to bounce list? If this is happening, it means that your email service provider is rejecting our email, check your spam folder, and if you find any JotForm email, mark them as NOT SPAM.
If the bouncing issue continues, you may use your own SMTP settings for the sender email: https://www.jotform.com/help/244-How-to-Setup-SMTP-for-a-Form
