I would like to know if jotform can create an entry form that allows entries to be locked or unlocked as needed. Thank you!

Hi there,
I am not quite sure what you mean by the term "entries to be locked or unlocked". I am only guessing that you want to encrypt or decrypt your form submissions. If so, it is possible to apply encryption to your form for added security. Please see Encrypted Forms and How to Use Them.
Can you please give us more details about your requirements so we can check if it is possible?

trying to solve through technology. If you check the attachment labeled
"mups" this is a quick mockup of our current paper method. We run an art
studio where students attend classes once a week. If a student misses a
class they are entitled to 3 "make ups". So miss 3 classes, make up three
classes. Our admin determines which classes have available openings and
determines the number of openings available on a per class, per day basis.
If we were to duplicate this form for our website our admin would need to
change the number of entries available for the parents to claim their spot
or "register". Currently because we are using paper forms our admin easily
just adds the necessary markings to communicate to parents that slots are
not longer available. Would something like this be possible?
If you take a look at the attachment labeled "mu2" this would be perhaps a
cleaner method of creating a template with our requirements, but may have
other issues that your forms may or may not allow us to do.

Please let me inform you that attachments are not visible in the forum, so we cannot see the attachment that you sent. However, with your description I believe the Appointment Slot Widget is suitable for your requirement. This widget allows you to set a number of slots available. The widget will automatically disable once there are no more slots available. You can check out a demo form here: http://form.jotformpro.com/form/43352010062942?

I looked over the widget and was curious is this would allow my clients to
select an "appointment" for a specific month, day and time? The widget
seems pretty basic, more for a one time appointment. Thanks again.

You will need to add the options per available date and time, each set of date and time info will be an option, for example "February 8 at 8:00", then you will need to set the number of available selections for this date/time.
With the widget given above the user will be able to mark one option only, if you would require that they select more than one option then you could use this other widget: https://widgets.jotform.com/widget/gift_registry
It is very similar, but it will allow the user to select more than one option.
