Is it possible to publish a printable PDF version of the form that the user could print out and complete manually?

Yes, that is possible to achieve on Jotform. Simply follow this guide on How to Create a PDF Form. Once downloaded, you can then send the Fillable PDF form to your intended user and they can either fill and submit it using a PDF reader or print it and fill it manually.
