We have a sub user, email@example.com receiving messages that he is close to reach the maximum submissions limit. We have the unlimited plan. Please assist.

Since the forms they are creating are being created in their own account instead of the shared folder, they are not subject to your upgraded limits. If they would like the forms they create to be subject to your limits, they would need to make sure to create them in the folder shared by you:
In any case, it seems the submissions taking up space are from forms that have been deleted but not fully removed. Deleted forms remain in the trash until purged or restored. Here is our guide on restoring deleted forms:
Instead of restoring the form though, have them purge the forms from the trash.
