2 Submit buttons: Procced to Pay or Submit

I got 2 submit buttons on two different pages:

1. "Proceed to Pay" that is using PayPal

2. "Submit" only

When "Submit" only is clicked, I would like to direct to Thank You page. But, it's taking to PayPal payment. Is there a way to accomplish this?

Actually there is no need to have 2 Submit button. It will work just fine with 1 submit button using the correct condition logic.

As you can see on the demo form, there is option for payment via Paypal and option without the need for actual payment right away.
