1) Disable Submit is unavailable in my forms (I'm not using Cards).

2) Another option would be to ungroup Submit and the page Break so that I could hide Submit conditionally, but I'm unable to do so.

Thank you for reaching out to Jotform Support. Can you share with us which of the three forms are you referring to by sharing the Direct Form Link? The submit button can be disabled via condition, so kindly check this guide. A submit button can be added in so it is separate from the page break PREVIOUS & NEXT button.
