Why am I not receiving notification for all forms when a form is submitted? Some I receive and some I don't receive.

The reason why you were not receiving notifications was due to bouncing issues: https://www.jotform.com/help/262-How-to-Remove-Your-Email-Address-from-Bounce-List 

You should start receiving notifications. Also, please make sure to whitelist our domain names and sending IP addresses within your email service provider to avoid bouncing issues: https://www.jotform.com/help/145-Whitelisting-JotMails-IP-Addresses
