I'm looking for a service that will allow a user submit a form, then edit and resubmit that form, and for the changes to be tracked between submission

If you create an autoresponder email and include an edit submission link, users would be able to update their submissions at a later time:

The changes are not tracked but an email can be sent each an edit is made.  As long as the emails are retained they could be compared later to see differences in updates.
