How can I forward a submitted form to someone else? When I used the forward button, that seemed to send a blank email to the person to whom it was supposed to be forwarded.

If you would like the address to receive a notification each time the form is submitted, add their address as a recipient for your notification email. Here is how to do so:

The forward button from the submission view should also send specific submission details via email. I checked the functionality and the email I received was indeed complete.
On a side note, if you would like to completely share the submission page with another user, you can add them as a sub-user:
