Is this something I can accomplish? I need users to be able to enter rich text into the form field, and preserve that when I export the responses - because when I import their responses into another application, I want it to read the html tags.

Unfortunately, we do not have an option to export the rich text content in CSV and Excel formats.
You may try to add an HTML Table Report to the form, then capture the data from the report page (e.g. using a Table Capture browser extension) and paste it to the Excel like software. However, we cannot guarantee that captured data will not have any layout or other issues.
