An incomplete payment occurs when we receive no feedback from the payment processor that your user has actually made the payment. This can happen because the user abandon their cart (they have submitted your form, but they did not pay when redirected to PayPal). For more information, please check this FAQ: https://www.jotform.com/help/272-Paypal-Incomplete-Payments-FAQ

Clicking the Complete Submission button on the list of incomplete payment submissions will not process payments. It will simply trigger the post-submission actions and dump the data to the submissions list, as if it was paid for (but not really).

If you are receiving payments from these submissions in PayPal, but those submissions still remain marked as incomplete in JotForm, it means that the IPN setting might be disabled in your PayPal account. To enable it, you can follow this guide: https://www.jotform.com/help/276-How-to-Enable-IPN-for-Paypal
