Our HR department has very specific forms they require us to use.  We have not had great luck having people complete them in a PDF, Save a copy then email them to us.

I would like to take the existing from, use it as a page "background" then place Jotfrom fields over it to fill it out.

Then use the submittal process to send me a completed form...

    Can this happen?

May we know why you don't want to transform the existing Form into a Web Form? Building form in JotForm is easy. You only have to add the fields on the Form and let the users fill out the form and you will receive their responses.

However, the possible workaround I could think of to achieve your requirement is to make the existing Form as an image file and make it as a Page Image or background. There you can now add the form fields and overlay it on the background image.

I assume that you will have more customization on this because some form fields should be placed exactly in the preferred position on the form. If this is the case, you need to inject some custom CSS on your form to position the fields. Here's the guide on How to Inject Custom CSS Codes.

    Hope this helps.

I would agree that jot form creation is VERY easy.  We have over 30 forms in use now

However many of these forms are government forms i.e. W4, I9, etc. If I use the original form as a page background would the background  print when the form is printed?

If you use the image as a Page or Form background, unfortunately, it will not be printed. But if you added an Image Element, you will be able to print the image.

You need to add a Print Button on your Form so that you will be able to print the Form exactly as what it appears in the live mode. Here's the guide on Print Button on Forms.
