Once a form is submitted, is the user able to go back to the same form and make changes? I realize you can make changes up to that point, but I'm wondering if it's possible after the form is submitted.

Yes you can modify the form after it has already collected some submissions.
If you would like to filter your submission data that is possble aswell.
You can specify a time range. Or check off what you do and what you dont want included in your submission data.
Also it is possible to export your filtered data in Excel/CSV/PDF formats.
Go to "My Forms", select a form, and up the top click "Submissions":
Click on the gear icon on the right hand side. And choose how to filter your data:
Finally, you can Download your filtered data:

I realize the person administering the form can make updates, but I'm wondering if the applicant (the person completing the form) can make changes to to their form once they "submit". I understand you can make changes up to that point, but I'm wondering if it's possible after the form is submitted.

Yes its possible to send the applicant the edit URL. That will allow them to edit their submission. You just include it in your email template:
