If a user has filled out the questionnaire before, can their results appear automatically on the form?

We have a form which is rolled out annual and need people to sign up each year.

However, if they have already filled out the same form, can their inputs be automatically generated to ensure they are the same as before without the users inputing the fields manually?

Do you mean to search for the user information from the submissions to display on the form again? If you already have the user information with you in an Excel sheet, you may consider using Spreadsheet to Form Widget with the form so that the information can be pulled from the spreadsheet based on the unique field entered on the form. I think that is what I need. However, would there be any data protection issues/problems which we need to consider because anyone who fills out the form can see the data entered by someone else? Such as email addresses, addresses etc which are all private details.

You need to provide a unique code for each user. In this way, they will not be able to populate the data of other users. In the example below, the unique codes are unique1, unique2, unique3 and so on.

In this demo form, the image and the unique code are provided for testing purposes only. It means that you should not include this information in the actual form.
