Hello,
Our guest are unable to upload photos via mobile web on our form. I tested it via computer and it worked just fine, however it is not allowing me to upload via cell phone.

I have just tested your form and I was able to upload photos taken with the device camera, here are some screenshots about it:

Is there any specific device where you replicated the issue?
Are you getting any error message when trying to upload the images from a mobile device?
Please provide us more details, we will wait for your response.

I have tested the form again as you suggested, but I cannot replicate the issue yet, here are some screenshots about what I could see on my end:
As you can see the form is working as expected on my end. I already cleared your forms cache. May you please test your form again?
Please provide us an screenshot about what you're seeing on your end when trying to upload the image from the device storage, this guide will help you uploading it: https://www.jotform.com/help/438-How-to-Post-Screenshots-to-Our-Support-Forum
Also, may be that the issue is isolated to specific devices, please let us know the device you're experiencing on, we will be glad to further test this on our end.

So it looks like there is something wrong on your side.
You say you tested it on two different phones? Were they both iphones?
Are both phones using the same wifi network?
If you can provide a screenshot of the error, that would make it easier for us to troubleshoot.
How to take a screenshot on your iPhone, iPad, and iPod touch
