I assume that your question is related to the submission page Incomplete Payments.
The Incomplete Payment usually abandoned payments. They show up when the user did not complete the payment, either by purposely navigating away to the payment page or they have accidentally closed their browsers. More about the Incomplete Payments you can find inside of this guides:
If you are receiving payments in your Paypal account but they are showing as incomplete in your JotForm account, then the issue is related to your Paypal account's IPN not being enabled. Inside of this guide, you can find how to enable IPN on your Paypal account:
