Can a user edit their submission and not have to pay again, if payment is required on the form?

Can the user edit their submission and not have to pay again, if payment is required on the original form? It appears that the user is unable to edit if payment is required on the form without being required to pay again. If you don't want the user to have to pay again, are they able to edit without paying again? 

Yes, a user can edit a submission without paying again even if the payment field is required.  

The payment field should not be editable when the submission is edited by you or by your users. The payment field should also be bypassed when the submission is edit.
