Hi. We are a rescue group for dogs and in order to become an approved rescue partner with certain animal shelters, they require us to submit a blank copy of our foster and adoption applications (both forms I have created using JotForm). I don't see a way to do this. Can you advise? Thanks.

You can directly print your form in PDF or in paper by pressing "Ctrl + P" key of your key board.
Alternatively, you can also add a "Print" button in your form and then you can click on it to print your form. You may like to take a look at the following guide on how to add print button in form: https://www.jotform.com/help/24-Print-Button-on-Forms

in the edit phase, then do the Ctl+P to print (or save), it only prints
that one page. When I got to Page 2 and repeat, it still only prints the
first page. When I am on this screen, I see an option to "Create pdf
form," but it is unavailable to me. I want a complete copy of the blank
forms. Thanks.

It looks like you're trying to print the form inside the Form Builder.
Please try this, view your form by following the screenshot below:
In the My Forms page, select the form and click the More button. After that, click the View Form.
In the Form page, right-click the page and select Print. Here's a screen animation guide that you can follow:
You can also do this, download the PDF version of your form and print it. Here's a guide:
