I understand that the data submitted to my forms lives at JotForm on your servers. What kind of access do I have to that data? Can I submit a database query for something like "all submissions that have the text 'abc' in the field named 'xyz'"?

You can access the data through your account: https://www.jotform.com/help/269-How-to-View-Form-Submissions
It is not possible to create database queries, but you can search submissions, please check this guide: https://www.jotform.com/help/450-How-to-Search-a-Submission-from-the-Submissions-Page
