Why form collaboration is not working properly?

I have shared Jotform with people in my office and she does not appear even though they are working in Jotform.  Why?

Did you follow this guide: https://www.jotform.com/help/419-Understanding-Form-Collaboration in order to add users as collaborators?

Is it happening with the specific user only or with multiple?
