I had a customer call and say his site ( using a form from JotForm ) isn't working. I see where it says I am out of space / after a call from someone ( David ) at Jotform I cleaned out all old files and still not working...... I sent 2 emails last week to you and NO REPLY !!!!!!!
help I NEED THIS RESOLVED ASAP.

I have checked your account and form http://www.jotform.us/form/53386716985169, it doesn't show any error that it is over quota. I have cleared your form cache and I'm now able to view your form on your site.
Please let us know if you are still unable to view your form on your site.

Ok now but I cleared it myself I thought............. just want to know how todo in future.

Yes, this can be done from your end. Please see this guide https://www.jotform.com/help/229-How-to-Clear-Your-Form-Cache on how to clear your form's cache from your account Settings.
