I wanted to know if there was a way to create an application of a person, and then have them check in each time they come?

For example if I create a profile for John Doe, and John Doe should show up once a month, can I just check John Doe each time without doing a new submission?

My understanding is that you want to allow your users to edit their form submissions. If that is correct, then please refer to this guide: How-to-Let-Users-Update-Their-Form-Submissions-at-a-Later-Date.

You may also do it manually by sharing the edit link to the user privately. Here's an example of an edit submission link:
