That's because you may still have the payment integration on the form, please note that the submit button or thank you page are not configured to send to the PayPal payment page, that's handled by the integration.
I would recommend you to edit your form on the builder and find where the products or custom amount is being asked/displayed on, once you have identified the payment element, you only need to click on it and click on the delete icon:

So - I do not want payment integration with Paypal, I do want to have products listed, and I want people to choose their payment option (outside of JotForm) - ie, cash/invoice or EFT. How do I set this up?

You will still need to delete the payment integration since the form will redirect to PayPal as long as there is a selected product and the total amount is greater than 0.
You may alternatively use the purchase order app just to display the products and get the total automatically, this way they are not redirected to any other page than the thank you from JotForm and you may include the instructions about how to send you the payment in an email auto-responder.
