I tried to create a new form and it says we used up all we can. What is the best thing to do to clean it up so that I can create a new form?

Please consider deleting the forms that you are not using. You can also just disable them and they won't count as active forms.
JotForm also offers a referral program now where you can earn 1 extra form for each new sign up from your referral link.
