Why are we receiving payment notification but no Payment in our Paypal Account?

Hello: I am using paypal and i have sent out a registration form.  I keep getting emails about pending payments, but have yet to receive anything in my paypal account.  

Th reason you are getting email notification of submissions made and not receiving Payment in your Paypal account is because these are incomplete submissions.

This means users fill the form but for some reason when they reach the section they are to pay on Paypal they close the form instead of filling their billing information and paying.
