If I start out on Bronze can you upgrade to Silver at anytime during that month? If so how would I do that?

Yes, you can upgrade at any time. You can do that directly on the pricing page https://www.jotform.com/pricing or your accounts page under billing https://www.jotform.com/myaccount/billing. When upgrading the account to a higher plan, you'll be charged on a prorated basis.
