Once a form is submitted, how can I route the user back to the start of the form if they want to re-submit a new request?

This could be achieved using redirect page conditions.

1) Add a single choice field to the form.

2) Go to Conditions page under Form Settings.

3) Create a new Change Thank You Page condition as seen below:

4) Copy your form URL as redirect page URL.
