Do I estimate the total transactions between all the forms that will take payments?

I am in the process of creating several forms. At least 2 will take payments. In order to get the right package do I estimate the total transactions between all the forms that will take payments?

Yes, payment submissions limit is account wide, so you should take into count all expected payments for all of your forms. In other words, if you receive a payment for any of your forms, it would add +1 to your account's payments counter. This counter is reset monthly.
