Why is my PayPal form showing up an error?

My paypal integration works fine but on your site i get this error

I have checked your form and your PayPal account seems correct since you're using an email address. Now, when I submitted the form I was redirected to the PayPal payment page without any problem, the error shown in your screenshot actually refers to the payer PayPal account, since the user is being redirected to PayPal that means that the integration works fine. 

If you're testing with the same PayPal account you have configured in your Jotform integration then you may get an error, please log out or use a different computer and use a different one. If you keep experiencing the issue, kindly contact PayPal and verify the payer account is correct and can make payments, you should not verify your merchant account, the one currently configured in your form, since that seems to work correctly.

We dont have sandbox here?
Also, Can we change from card template t form template ( as in showing one
by one to all fields in one form) without deleting the form?
I couldnt find an option for it

You can change your form layout from "Card" to "All questions in one page" while editing your form. Go to the tab "Settings" and "Form settings", you can choose the layout on the dropdown menu "Form Layout", as shown by the image below:

As Kevin_G pointed out, your Paypal integrations seems to be working fine, if you have a Paypal Sandbox Test Account, you can test the integration using this tutorial:
