     Hello itarnavsky,

Rules are actually evaluated in order but evaluation does not stop at the first rule that matches the submission. In your form, when a submission where Make = "Volkswagen" and Model = "jetta" is submitted, conditions of rule 1 evaluate to true and redirect URL is set to that rules target URL. Afterwards rules are continued to be evaluated and conditions of rule 14 also evaluate to true and its target URL overrides previous rules URL. In other words rules in lower position can override rules in higher position. If you rearrange order of your conditions with this in mind, I believe you can achieve what you want.

Please do not hesitate to contact again if you still have issues.

    Thank you for your patience.
