Is it possible to access a form that has been filled out already before they submitted it?

I am the form creator. And I had several people fill out a form I created. I have seem to have downloaded two versions (an older and final version) for each person. So I have version control issues. 

How might this have happened? 

Am I able to access/see filled out fields prior to the person actually finalizing and submitting the filled out form?

Unless the submission data or the form itself was edited, the data should be the same as when it was submitted.  If there were emails set up for your form, the email history should have the originally submitted data:
