Is it possible to add an attachment to a form that is directed to SharePoint and the attachment be stored in the SharePoint item or document repository?

I am not sure if you are trying to send upload file or entire submissions to the SharePoint Library. There is no such integration available at the moment, however, may want to check out the third party services below -

I want a user who is submitting a form via Jotform to be able to attach a file. That attachment should then be linked to a SharePoint list item. I am using Microsoft Flow to import data from the form into a SharePoint list item. Just want to add the attachment functionality.

You can add a File Upload field on your existing form from the "Form Elements" tab:
