I have created a new form with a paypal payment option in it. When I test the form live on my website, I am able to fill the information correctly in the jot form. The pay pal tool shows up at the bottom of the form and when I select the payment tool, it shows the secure web address of the form and correctly calculates the total due, but does not allow me to actually pay.

I think there is a misunderstanding on how the payment tool work. I checked the paypal Sell Product item and I see it is Free item -- the price is 0.
You need to have price/amount greater than zero(0) to have capture payments using the payment tool.

If what you wanted instead is to capture the amount/payment from calculation field, you must change the Payment Type to User Defined Amount instead.
