I upgraded yesterday after getting a message that I was out of payments and my account still shows out of payments AND I was charged for the $19/mo again today.

Paypal does not cancel the previous subscription after you upgrade. The proper steps for Paypal would be to cancel first the subscription and upgrade. Anyways, I have put back the account to Silver. Please cancel your Bronze Monthly subscription through Paypal to avoid double billing.
