Deleted submissions, but forms are still overlimit

My account says I've used a little over half of my upload space, but I've deleted all of my submissions and any partially filled forms. I see mentions in the forum of a trash can, but I cant find an option to get into it, let alone clear it out. Meantime, the link to my form says I've reach my quota and nobody can use the form. 

How do I fix this? I've never had this problem in the past once I delete submissions.
